PURPOSE:To markedly enhance emulsifying force, by mixing a uniform gel-like composition, which is prepared by a cationic surfactant, polyhydric alcohol, an oil agent and, if necessary, polyhydric alcohol fatty acid ester, with an aqueous phase to emulsify the same. CONSTITUTION:A cationic surractant, polyhydric alcohol, an oil agent and, if necessary, polyhydric alcohol fatty acid ester as a HLB control agent are mixed to prepare a uniform gel like composition which is, in turn, mixed and emulsified with an aqueous phase to prepare an emulsion. As the cationic surfactant, there is one selected from a group consisting of dimethyl or trimethyl type alkyl quaternary ammonium slats each having a 12C or more alkyl group. As the aforementioned oil agent, there are hydrocarbons such as liquid paraffin or squalane, safflower oil and soybean oil.
