PURPOSE:To apply a picture processing to a vehicle number plate and to discriminate a vehicle number character by optically detecting the existence of a mark disposed on the surface of a road on which the vehicle passes in a visual field and stopping the fetch of the mark when there is no mark to change over to a vehicle number reading. CONSTITUTION:A simple graphic is clearly disposed as the mark on the road surface in the visual field of a television camera 10. While the mark is recognized, it is judged to be no vehicle. When the mark is not recognized a vehicle sensing algorithm is changed over to a vehicle number reading algorithm and the vehicle number is read by a picture processing circuit 14 and a character discriminating circuit 15. In this manner, the judgement of the existence to be detected is easy and a processing may be carried out only on a position having the mark and the processing of an picture is not required, so that a judgement algorithm can be simplified.
