PURPOSE:To destroy effectively an emulsion of waste water contg. the emulsion or to form the reinforced flock from the sludge with the addition of a small quantity of a flocculant by using an amine polymer which has an N- ethylpiperazine structural unit in the base skeleton as the flocculant. CONSTITUTION:In case of flocculating and treating an aq. suspension dispersed with an organic or/and inorganic fine granular substance, a cationic polymer having the N-ethylpiperazine structural unit shown in a formula and/or a quaternary cationic polymer thereof is used as a cationic floccurant. Also this flocculant can be used for the sludge. For example, the above-mentioned tertiary amine polymer is added independently or in the combination with the other cationic polymer to the organic sludge as a cationic high molecular flocculant and after the mixture is stirred, the primary flocculation is performed and then an anionic high molecular flocculant is added and the stirring is performed to form the flock.
