There is provided along a part of the length of the bottom of the vessel 10 a central pipe 21 which is positioned level with or essentially below the bottom of the ballasting tanks 24, at least one valve being arranged between each tank 24 and the central pipe 21 for filling and complete emptying of each tank; a safety system comprises a ventilation column 50 connected to the central pipe 21, the air outlet of which is positioned at a prescribed height above the deck 27 of the vessel 10, this outlet preventing water from penetrating into the column while allowing an intake and an output of air in order thus to prevent the creation of a pressure or of a vacuum in the central pipe 21. <IMAGE>
