PURPOSE:To attain packet exchange between optional terminal devices by combining plural branch exchange sub systems and a main exchange sub system so as to form a hierarchy exchange system. CONSTITUTION:In applying packet exchange between terminal devices 7a and 7e, the base exchange 2a coupled with the branch exchange sub system 6a belonged with a sender terminal device 7a obtains a destination base exchange 2c coupled with a branch exchange sub system 6c. A packet is relayed to the exchange 2c, which uses a transmission medium management table from the transmission medium address in a destination physical address included in the received packet to recognize that the base transmission medium access control processor module in the base exchange connected with a branch transmission medium 4c belonged with the destination terminal device is the own station. Then a packet is transferred from a base transmission medium access control processor module in the base exchange 2a to a branch transmission medium access control processor module represented by the processor number of the transmission medium management table.
