PURPOSE:To obtain the same temperature of hot water as a set temperature by holding down variation in opening and closing speed of a valve due to a difference in turning torque of the valve, and performance and voltage of a driving motor. CONSTITUTION:A control portion 15 measures the time for turning a movable plate 8 adapted to rotate according to a set temperature set at an operation part 12 and a temperature detected by a temperature sensor 13 at a fixed angle. Further, the control portion 15 compares the above time with the standard opening and closing time for turning the movable plate 8 at a fixed angle to find out the actual opening and closing speed of the movable plate 8, and according to the opening and closing speed, a driving motor 11 is rotated. Thus, the same temperature of hot water as a set temperature can be obtained.
