PURPOSE:To improve an operability and a design by attaching a lever for opening and closing a lock valve at the lower section of a console. CONSTITUTION:A gas spring 4 is freely expanded and contracted when a lock valve 4b is opened by an operation of a lever 6. Accordingly, by opening the valve 4b, a console 1 rotates centering a rotating axis and together with the rotation of the console 1, the spring 4 expands. When the valve 4b, the spring 4 is locked and the console 1 is fixed at an optional angle. The lever 6 is disposed on a lower side of the console 1 and the opening and closing operation of the lever 6 and the rotating operation of the console 1 can be performed by one hand.
