PURPOSE:To combine a transmission control device precisely with a network and to reconstitute the network by starting an address searching means when a deciding means decides the passage of a prescribed time from the execution of the address searching means. CONSTITUTION:When the reception of a token is not the initial token reception after token disappearance due to the generation of an immeasurable accident, the token transfer operation is that executed every fixed period during which the token is circulated again to a certain node or that executed every fixed time period is checked, and at the passage of the fixed period, a node newly combined with the network is processed. If the fixed period has not yet passed, the token is transmitted by using the node address value stored in a memory circuit and used at the preceding token transfer as a destination address. Then, whether the token is normally transferred or not is checked, and when the transfer is normally executed, the succeeding data transmission is prepared again.
