PURPOSE:To operate so as to have a constant relative speed by detecting a relative speed change of a magnetic tape and a rotating head generated by an intermittent running of the magnetic tape by a frequency discriminating output of a horizontal synchronizing signal obtained from a reproducing video signal and adding the discriminating output to a speed control loop of a cylinder servo system. CONSTITUTION:An external command signal generator 1 is added. A reference frequency or the like of the first frequency discriminator 2 is modulated by an output of the second frequency discriminator 3, thereby it fed back to a cylinder servo system. Further, when a magnetic tape 10 is moved from a stopping condition to a running condition by the external command signal generator 1, an accelerating command signal is outputted and added to or replaced by the output of the second frequency discriminator 3, thereby a remaining error by the delay in a response in a start of running of the magnetic tape is corrected.
