PURPOSE:To improve S/N of both of a video signal for a recording monitor and a reproducing video signal from a recording medium by changing over a noise reducing circuit to a feeding circuit system of a video signal on recording and to a reproducing output circuit system of the video signal on reproducing. CONSTITUTION:A circuit 203 shows a change over circuit for changing over a video signal for a recording monitor and a reproducing video signal to a television monitor and outputting in according with a change over of recording and reproducing operation of a recording and reproducing means. On changing over a recording and reproducing change-over switch 17, a noise reducing circuit 18 is changed over and inserted to a feeding circuit system of the recording monitor video signal on recording and to the output circuit system of the reproducing video signal on reproducing. Thereby, noises of the monitor video signal and the reproducing video signal are reduced and the respective video signals pass through the noise reducing circuit only once, so that such a deterioration in a picture quality of the video signal as in the case of providing the noise reducing circuit in duplication in the side of the camera.
