PURPOSE:To obtain the titled compsn. which is excellent in adhesion to a rough surface, stability and workability for coating, by incorporating two emulsions in a specific ratio. CONSTITUTION:98-90pts.wt. emulsion of ethylene-vinyl acetate copolymer comprising an ethylene monomer and a vinyl acetate monomer in a weight ratio of 20-40/80-60 is incorporated with 2-10pts.wt. emulsion of a carboxylic acid-modified styrene-butadiene copolymer comprising a styrene monomer, a butadiene monomer and a carboxylic acid-contg. monomer (e.g.: acrylic acid) in a weight ratio of 40-60/60-40/2-10 and optionally a plasticizer, a viscosity modifier, etc., to obtain an adhesive for a rough surface used for bonding rough- surface plastic films having a surface wetting index of 40dyne/cm or less and made of a corona-treated PE or PP or bonding the rough surface plastic film to a coated paper or a paperboard.
