PURPOSE:To reduce the number of times of tool change to shorten the working time by determining a selection sequence of tools used in all working programs having common tools and generating a drilling program on a basis of this sequence. CONSTITUTION:In a step (1), working programs where records including using tools and working depths are arranged in the order of working process for individual holes different in shape. In a step (2), the tool which is most frequently used in individual working programs commonly is obtained. In a step (3), each working program including this common tool as a using tool is separated into the first working program part preceding this tool and the second working program part following this tool. In a step (4), steps (2) and (3) are repeated until the first program part and the second program part have not common tools, and a tool selection sequence of a used tool group is determined. In a step (5), the hole working program is generated on a basis of this tool selection sequence. By this method, the number of times of tool change is reduced to shorten the working time.
