PURPOSE:To make possible to precisely detect the rotating angle and rotational speed of a steering shaft with the use of a small size device, by using a Geneva mechanism, an absolute type shaft encoder and an increment type shaft encoder in combination. CONSTITUTION:A magnetic resistance element 3 is fixed to a columnar tube 8 through the intermediary of a nonmagnetic material spacer 4 at a position opposing a magnetic drum 2 attached to a steering shaft 1, and therefore, a shaft encoder 9 is constituted by both members 2, 3. Further, a Geneva 5 is attached to the shaft 1 coaxially therewith, and a Geneva gear 6 is attached being linked with the Geneva 5, and therefore, an intermittent rotating mechanism is constituted by both members 5, 6. Further, a potentiometer 7 is attached to the columnar tube 8, coaxially with the Geneva gear 6. The shaft encoder 9 is composed of a four bit absolute type encoder section and a 512p/k increment type encoder section.
