PURPOSE:To improve the power generating efficiency by calculating the condi tion that an increased generating power is maximized per unit discharge flow when a base flow is increased by a unit quantity so as to set the discharge flow. CONSTITUTION:In obtaining an increased generation power DELTAPN, the basic flow Ot/S is divided by the increased discharge flow DELTAQ and the DELTAQ maximizing the quotient is obtained. That is, DELTAPN=PN.PO, DELTAQN=QN.QO, DELTAUN=PN/DELTAQN and the increased flow DELTAQN when the DELTAUN is maximized gives the highest efficiency operating state.
