PURPOSE:To decrease the number of components by inputting an each bit signal and its inverting signal of the past 2N-ary signal as a choice signal and using a selector inputting the incoming 2N-ary signal as a selection control signal so as to convert the 2N-ary signal. CONSTITUTION:The selector 45 selects a prescribed value and outputs a prescribed 2N-ary signal Yn(Y1n, y2n) in response to each bits y1(n-1), y2(n-1) and their inversion Xn(X1n, X2n) of the past 2N-ary signal given from latch circuits 40, 41. Thus the titled device is constituted with less number of elements as the selector 45 and the latch circuits 40, 41 and the timing of each circuit is matched easily.
