PURPOSE:To achieve a highly reliable and digital display, by connecting a resistance to be measured between a fixed electrode and a mobile electrode of an electrostatic voltmeter so that the time, hour and second, between the startup and the stoppage of a time counter indicates the resistance value to be measured. CONSTITUTION:A high voltage generator 12 is started to charge a mobile electrode 1 and one of capacitors 14 connected thereto with a switch 13. The electric charge charged into an electrostatic voltmeter and the capacitor 14 is neutralized through a resistance 19 to be measured and a pointer 3 starts to return. As the pointer 3 passes a photosensor 8, a time counter 11 starts and as it 3 passes a photosensor 9, the unit 11 stops. The duration, hour and second, is digitally displayed. In this case, the capacitor 14 reaches 10<n>pF in the total electrostatic capacitance and when the total electrostatic capacitance is at 10pF, 1,000pF and 0.01muF, the resistance value to be measured corresponds to the OMEGA value obtained by multiplying the time, hour and second, displayed on the unit 11 by 10<11>, 10<9> and 10<7>.
