PURPOSE:To improve the paintability, printability, bondability and antistatic property of a polyolefin, by coating its surface with a solution obtained by neutralizing a specified radical-polymerizable vinyl monomer with an alkaline compound and irradiating the surface with actinic rays. CONSTITUTION:As the vinyl monomer solution with which a polyolefin is coated, one formed by neutralizing a radical-polymerizable vinyl monomer having a 7C or higher alkyl or alkenyl group as the side chain and having a carboxyl group with an alkaline compound (e.g., ammonia or sodium hydroxide) at least partially (suitably, to a degree of neutralization >=20%) is used. Said radical- polymerizable vinyl monomer can be obtained by, for example, an addition reaction between a hydroxyl group-containing vinyl monomer and a 7C or higher alkyl or alkenyl group-containing acid anhydride. As said actinic rays for polymerizing and curing a film, electron beams or ultraviolet rays are desirable.
