PURPOSE:To make it possible to form a high-precision electric circuit element in a reproducible manner by scanning/reading a transmitted photo-image of a substrate with a print-formed coat when said substrate is exposed against light from the back and quantitizing the brightness data of the image read every pixel. CONSTITUTION:An image signal scanned by a scanner 4 is quantitized and stored by an image processor 5. The quantitized image signal stored is read by a control computer 6 and then is utilized as data for the evaluation of a coat 2 condition. Brightness data scanned by the scanner 4 is converted to the 8-bit digital data every pixel through A-D conversion process and classified to any one of grades from 0-255. This graded brightness data from 0-255 is once stored in the above-mentioned image memory 52, and the coat 2 condition is automatically evaluated by the above-mentioned control computer 6 on the basis of data stored in the memory 52.
