PURPOSE:To provide the titled additive of an emulsion type having excellent uniformity and stability, easy to handle and used in the in-place recycle process, by emulsifying a mineral oil and a nonionic surfactant mixture in water. CONSTITUTION:100pts.wt. mineral oil (A) contg. at least 20wt% aromatics and having a kinematic viscosity of 40-2,000cst at 60 deg.C and a flash point of 200 deg.C or above and 1-15pts.wt. nonionic surfactant mixture (B) (e.g. mixture of sorbitan monolaulate and polyoxyethylene oleyl ether) having a weight-average HLB of 8-13, obtd. by mixing at least one compd. (A) selected from among nonionic surfactants having an HLB of 5-10.5 with at least one compd. (b) selected from among nonionic surfactants having an HLB of 10.5-17, are emulsified in water in a quantity of 0.6-4.0 times by weight as much as the combined quantity of components A and B to obtain the titled additive of an emulsion type suitable for use in the in-place recycle process, such as re-mix or re-pave.
