PURPOSE:To obtain a higher measuring accuracy without lowering the respose for any speed, by altering the next sampling time based on the speed information actually acquired when the speed is measured by sampling. CONSTITUTION:An apparatus which measures the movement of an object 10 to be measured during a sampling period to determine the speed of the object 10 being measured from the relationship between the movement and the sampling period is provided with a sampling period computing unit 42 for calculating the optimum relationship between the speed and the sampling time and a sampling time setter 44 adapted to alter the sampling time. Then, fist, the speed is measured for a fixed sampling period and the resulting speed information from the sped computing unit 40 is introduced into the sampling time computing unit 42 to determine the optimum sampling period, the value of which is inputted into the sampling period setter 44 to alter the next sampling period.
