PURPOSE:To permit stabilized refrigerating cycle operation by a method wherein the capacity control of a heat pump and the control of a fan are effected quickly and properly when a damper is closed totally. CONSTITUTION:The opening degree of the damper 9 is controlled on the basis of the output of a thermal load measuring means 19 inputting the detecting signal of a room thermostat 14. Subsequently, the fan 5 is controlled by a fan control means 24 on the basis of the output signal of a pressure measuring means 22 inputting the detecting signal of a pressure sensor 16, then, the capacity of the heat pump 17 is determined by a capacity determining means 26 on the basis of the output of a temperature measuring means 25 in a duct 6 after the amount of ventilation has been changed and the heat pump 17 is controlled by a capacity control means 16 based on the output of a the capacity determining means 26. When all of the dampers 9 are brought into a condition that they are closed totally or they are almost closed, the capacity control and fan control are effected quickly subsequent to damper control.
