PURPOSE:To eliminate the difference of information between picture and recording in spite of binary information by detecting boundary colors between one block and two blocks adjacent to it and detecting the first most used color and the second most used color. CONSTITUTION:The first detecting circuit 1 to which picture information A is supplied detects the color used first most in a block m.n and outputs color information A. The second color detecting circuit 2 detects the second most used color and outputs color information B and stores shape information. A following block edge color detecting circuit 3 receives information A to detect color information of the leftmost line in a block m.n+1 and supplies color information C to a change color detecting circuit 5. A lower block edge color detecting circuit 4 which receives picture information of a block m+1.n detects color information of the uppermost line in the same block and supplies color information D to the circuit 5. The circuit 5 outputs change color information F if the result of comparison between information B and C and that between information C and D are different from each other. A recording signal transmitting circuit 6 mixes information F and E to obtain recording information G.
