PURPOSE:To eliminate the distortion of an image and to reduce noises generated by a stepping motor by driving the stepping motor at a constant speed during transmission and transferring an image signal from a storage means to another storage means according to an encoding speed while storing the read image signal in a storage means. CONSTITUTION:A reader 2 outputs a binary-coded image signal of one line which is delayed by a constant time behind a readout start pulse. A page memory is stored with this outputted image signal. A buffer memory 5 includes a buffer memory 5a and the 2nd buffer memory 5b, which are put in partial charge of encoding and transfer alternately to prevent a decrease in encoding speed. A system control part 1 reads the image signal and performs DMA transfer control to the page memory 4 in parallel and when there is a request to transfer from an encoding circuit 6, a DMA controller 7 is commanded immediately after the transfer of an image signal of one line to the page memory to transfer the image signal from the page memory 4 to the buffer memories 5a or 5b and perform DMA transfer to the memory 5a or 5b.
