PURPOSE:To inspect a gas cutoff valve and operate a gas apparatus from a visiting place by telephone by providing an electronic control circuit which inputs signals from the gas apparatus, the gas cutoff valve, and a safety device and a telephone set which communicates the electronic control circuit installed outside a housing through a pay station line. CONSTITUTION:A central processor (CPU) 300 has a security function 301 which judges whether or not the output signal of a gas leak sensor S3 is normal through an input interface 200 by the input from an output interface 400, an apparatus operation monitoring function 302 which turns on and off various apparatuses 4 and monitors the operation states of the various apparatuses 4, and a speech synthesizing function 303 which inputs a signal from at least either of the security function 301 and apparatus operation monitoring function 302 and synthesize a voice by the input signal. Further, the central processor (CPU) 300 has a gas cutoff function 304 which is provided in parallel to them and turns off the gas cutoff valve 3.
