PURPOSE:To accomplish an exact monitoring of abnormality in the environment associated with a dynamic change by storing the normal model of the environment to be monitored in form of an image-string dictionary attached by the monitoring objective-area information stored at every prescribed time. CONSTITUTION:In case when 'abnormality occurred' in the monitoring object is decided by a decision circuit 17, the operation to record the information at that time is herein explained. When an alarm signal 5 to inform the abnormality from the circuit 17 is inputted to a control circuit 18, the circuit 18 takes in the time when said inputting is done from a timer 15 through a signal line 15a as well as the picture of the monitoring object at said time from a present- time image frame memory 12 through a signal line 12a, and further records a set of data of said time and the image number in dictionary of said picture in a recording memory 19. The information thus recorded in the memory 19 is, on necessity, displayed on a monitor television set 3 from a console 20 under a command given through a signal line 20a.
