PURPOSE:To enable highly accurate driving control without complicating constitution, by calculating the azimuth and altitude of an artifical satellite to allow the laser beam emitting cylinder of a tracker to stand by prior to emitting time so as to direct the same to a catching position. CONSTITUTION:Order is issued to the orbit control sensor 101 of an artificial satellite and the calculator 102-2 of an upper rank calculator system 102 calculates the data relating to the azimuth and altitude of the artificial satellite of the laser beam emitting cylinders of laser trackers TR 1, TR 2 at every intermittent time to store the same in a buffer memory 102-3. These stored values are converted to pulse numbers by NC apparatuses 103-1, 104-1 and the NC numbers of the converted result are accumulated in buffer memories NC 1, NC 2 along with the reflected optical beam signal from an auxiliary apparatus 102A equipped with a distance processing operation part 102 A-1, a laser emitting order signal generation part 102 A-2 and a time interval operation part 102 A-4. The laser emitting cylinders of the trackers TR 1, TR 2 are allowed to stand by at catching positions prior to emitting laser beam and, because continuous tracking is not performed, constitution is simplified and highly accurate driving control is performed.
