PURPOSE:To make the preparation of a user program easy so as to realize highly reliable exclusion control by making the exclusion control independent from the user program by using the means of interruption generation when a common area access is made. CONSTITUTION:When a program A 1 starts to load information 6 in the common area 3, interruption is generated by an interruption processing routine 7 and a signal is outputted to a signal accept processing routine 8. The signal accept processing routine 8 is executed by the signal and the resource name peculiar to the area and program identifier peculiar to the program are registered in a management table 5 through an exclusion controlling mechanism 4. When another program B 2 starts to load the information in the common area 3, a waiting state is set since the same resource name already exists and the program identifier is different.
