PURPOSE:To prevent a wrong measurement by obtaining a stable rotation measured value even when a rotational variation is generated by fetching a data which eliminates an abnormal rotational data generated by following the generation of the rotational variation as an effective data and displaying it. CONSTITUTION:A measuring circuit 5, a zero rotation detecting circuit 6, a rotational data ineffective frequency generating circuit 7, a rotational data ineffective frequency detecting circuit 8 and a rotational variation quantity detecting circuit 9 are provided between a body to be measured 1 and a processing circuit 3. In this state, when measuring a rotation, the detection of a zero rotation and the detection of the variation quantity of a rotational data are executed, based on the measured rotational data and in case when a zero rotation and a sudden change are generated respectively, a frequency for making the rotational data ineffective as a data having no reliability is set and when its frequency becomes zero, it is decided to be an effective data for a display and it is displayed. In this way, even when a rotational variation such as a rotation and a sudden acceleration, etc. from a stop is generated, a stable rotation measured value can be obtained.
