PURPOSE:To execute a good control without generating a hunting by measuring a dead time of an object to be controlled of a process, etc., and varying a dead time constant of a dead time compensating circuit provided on a controller. CONSTITUTION:A hydrogen donator makeup start signal of a monitor tank controlling circuit 26 is inputted to a dead time measuring circuit 1, and the time extending from its time point to a reaction start time point of a dead time detecting element 10 is measured. Based on the measured present state dead time, a value of a dead time constant Lp of a dead time compensating circuit 2 is changed. That is to say, the device is operated by inputting measured values from a final control element 12, a detecting element for detecting a control index of an object process, and the dead time detecting element 10 for detecting a dead time, and interlocking with an operation of the monitor tank controlling circuit 26. As for the measured value from the detecting element 11, a deviation to a target value is calculated, and thereafter, an output of the dead time compensating circuit 2 is subtracted, and a result X is inputted to a PI operating circuit 5, and a manipulated variable MV is calculated.
