PURPOSE:To make possible to automatically exchange tools with respect to a machine tool, by providing a means for controlling a tool stocker, a tool gripper, a traverser device and tool carrier vehicles in accordance with production management data. CONSTITUTION:A tool stocker 21 stores a plurality of modules at predetermined positions, and a tool gripper 33 takes out a module from the tool stocker 21 and then assembles and disassembles the same. Further, a traverser device 29 shifts the tool gripper 33 to shift the assembled modular tool onto a delivery bed 34, and also stores a modular tool into the tool stocker 21 from this delivery bed 34. Further, a tool carrier vehicle 60 travels between the delivery bed 34 and a machine tool to transfer the delivered modular tool to the machine tool and also to introduce a used modular tool onto the delivery bed 34 from the machine tool. A control device 63 controls the tool stocker 21, the tool gripper 3, the traverser device 29 and the tool carrier vehicle 60.
