PURPOSE:To provide the title compsn. which is suitable for use in coating metallic articles and gives a corrosion protected steel pipe having excellent cathodic peel resistance, by blending a nonpolar rubber, an inorg. cement material and an org. solvent with a nonpolar rubber. CONSTITUTION:100pts.wt. nonpolar rubber (A) selected from natural rubber, polyisobutylene rubber, butyl rubber, styrene/butadiene rubber and ethylene/ propylene (/diene terpolymer) rubber which are non-polar natural and synthetic rubbers, and modified products thereof, 30-300pts.wt. inorg. cement material (B) (e.g. portland cement) and optionally additives such as filler, softener, tackifier, antioxidant, colorant, etc. are dissolved in an org. solvent (C) (e.g. toluene) in such a proportion as to give 10-50% concn. to obtain the title compsn. The compsn. is applied to a metallic article (e.g. steel pipe) in such a quantity as to give a primer layer of 0.005-0.2mm in thickness after the evaporation of component C.
