PURPOSE:To make it possible to communicate a frozen sea ship with an iceberg, by providing a float at the front end of each bridge of a telescopic pier held by the frozen sea ship, and also by providing a propeller unit for both water and ice to the float at the frontmost of the telescopic pier. CONSTITUTION:When a winch 14 is driven by a motor 15 to incline a telescopic pier 20 toward the sea surfaces S, the front ends of bridges 1 through 3 are floated on the sea surface S by means of their respective floats 16. When a propeller unit 17 is driven, they advance in order from a third bridge 3. When the third bridge 3 reaches to an iceberg R, it advance thereon to communicate a frozen sea ship 11 with the iceberg R by means of the first to third bridges 1 through 3. Meanwhile, in order to return the telescopic pier 20 to its original position, a wire 10 is wound up onto the winch 14 to retract the second and third bridges 2, 3 so that they are stacked on the first bridge 1 while the winch 14 is continued to be rotated until the pier returned its original position. Thus, the frozen sea ship may be communicated with an iceberg through the telescopic pier even if a thin ice is stretched over the sea surface between the frozen sea ship and the iceberg.
