PURPOSE:To provide the title compsn. which does not cause lowering in electrical characteristics and is suitable for use as a conductive layer for rubber plastic-insulated power cable, consisting of a specified PE, carbon black and optionally an antioxidant and a crosslinking agent. CONSTITUTION:5-80pts.wt. conductive carbon black such as acetylene black or furnace black and optionally an antioxidant and a crosslinking agent are blended with 100pts.wt. PE having a density of 0.890-0.910 to obtain a semiconductive resin compsn. A semiconductive inner layer 2 composed of said resin compsn., an insulating layer 3, a conductive outer layer 4 composed of said resin compsn. and a sheath 5 are provided on the outer side of a conductor 1 to obtain a rubber plastic-insulated power cable.
