PURPOSE:To simplify an equip construction for separating a picture area and make possible a high speed processing by storing the result extracting the characteristic in a window, reading a predetermined picture element of the result, and logically operating with the result extracted from the scanning window at present. CONSTITUTION:In a picture area separator 1, the plural data in the picture elements (window) in the inputted data are referred in a primary image area judging section 3 through a multiple value data buffer 2 and it is judged whether the referred window is a binary or a multiple value. At the same time, in a simple binary data forming section 4, a simple binary data is formed and in a dither data forming section 5, the ditherdata is formed. These data is all stored in a RAM 11 based on a sequence of a memory control section 7. The respective data before one line is read, and in a secondary image area judging section 6, a secondary judgement is performed and the result is similarly stored in the RAM 11. When the processing for one line is completed, the contents of the result of the RAM 11 is DMA transferred to an FCP 10 and an encoding and a transmission are carried out.
