PURPOSE:To perform the data conversion of a variable length code to output a code, where the redundancy of picture data is suppressed, with a simple device constitution by receiving picture data transferred from a host machine to the data input to detect the code change point. CONSTITUTION:A converting means 16 and a shift register means 34 are controlled by a conversion control part 16, and the first data is given to the converting means, and serial data including a variable length effective part corresponding to the first data and an indication signal indicating this effective part are outputted to perform the data conversion of the variable length code. This second data has the effective part and an ineffective part related to the effective part, and the shift register means 34 increases the ineffective part in accordance with shift of the second data. The control means 16 is connected to the shift register means and detects that the second data held in the shift register means includes only the ineffective part to inactivate the indication signal.
