PURPOSE:To reduce the quantity of transmission information in case of a picture of simple patterns and characters such as rules and numbers by detecting a frame picture on a basis of recognition of linear parts of an original picture and recognizing characters in this frame picture and encoding and transmitting them. CONSTITUTION:An MPU 1 starts a segment detector 8 simultaneously with start of the read operation, and picture information is read from a picture memory 4 in one-line units to detect start points and end points of segments longer than a certain length. Segments in the longitudinal direction are detected, and their start points and end points are obtained. A frame 13 is recognized on a basis of these longitudinal and transverse rules 12, and picture information corresponding to the layout of the picture in the frame 13 is sent to a character recognizing part 9. The character recognizing part 9 cuts out characters one by one and extracts their features and compares them with the contents of a dictionary stored preliminarily in a ROM or the like, and the codes of coincident characters are sent to the MPU 1. These information are encoded and transmitted.
