PURPOSE:To recognize the form of digital picture by performing a circumscribed square based upon the upper most value information, the lowermost value information, the leftmost value information and the rightmost value information and using the circumscribed square. CONSTITUTION:A processor 2 reads the picture information of one line out of the picture which is inputted from a picture input device 1 and detects the coordinate of a picture element that is existed on the line and detects each picture element information of the uppermost value information, the lowermost value information out of the coordinate information of the picture element and stores them to a memory circuit 3. Similarly for the next lien, each information of the uppermost value, the lowermost value, the leftmost value and the rightmost value are detected. And by comparing them with the picture element informations of the previous line, the content of the memory is updated to the most appropriate coordinate value of the picture element information for forming the circumscribed square and by obtaining each information of the uppermost value, the lowermost value, the leftmost value and th rightmost value in the linkage component of the picture element, the circumscribed square of the linkage component is performed and the form is recognized by the feature of the circumscribed square.
