PURPOSE:To change freely the line connecting control procedure of a control slave station from the control master station at the actual time by sending the line connecting control procedure of the control slave station through the control line by the control master station, receiving, accumulating and executing the line connecting control procedure and executing the line connecting control by the control slave station. CONSTITUTION:A control line 5 transmits the line connecting control procedure for control slave stations 2-4 from a control master station 1, and transmits the line connecting control signal at the mutual section between the control master station 1 and the control slave stations 2-4 or the control slave stations 2-4. A communicating line 6 transmits the communicating signal between the control master station 1 and the control slave stations 2-4. Thus, the line connecting control procedure of the control slave stations 2-4 can be freely changed from the control master station 1 at the actual time.
