PURPOSE:To manufacture a surface colored and treated steel sheet having a film having superior corrosion resistance, adhesion and lubricity by forming a copolymer resin film contg. a Cr salt, silica sol, a finely powdered colored pigment and a solid lubricant on the surface of a steel sheet having a formed chromate film. CONSTITUTION:The surface of a steel sheet is chromated to form a chromate film. A copolymer resin having 10-200 acid value per unit solid component is produced by emulsion-polymerizing 1-95wt% one or more kinds of monomers represented by a general formula CH3=CR1-COOR2 (where R1 is H or CH3 and R2 is 1-8C alkyl), e.g., methyl (meth)-acrylate, 3-20wt% alpha,beta-unsatd. carboxylic acid monomer such as acrylic acid and 0.1-50wt% monomer copolymerizable with said monomers, e.g., styrene. The copolymer resin is blended with a silane coupling agent, a sexivalent Cr salt, silica sol, a finely powdered colored pigment and fine particles of a solid lubricant such as graphite or MoS2. A film of the blended resin is formed on the chromate film.
