<p>PURPOSE:To reduce a draw-out tensile force applied to an optical cable and to prevent the optical cable from being damaged and broken by unwinding the optical cable from a bobbin and a tension member from another bobbin, and applying the tension member with a tensile force for revolving the bobbin. CONSTITUTION:The 1st bobbin 31 is rotatable relatively to a shaft 28 and engages the shaft 28 frictionally through a brake pad 32. The frictional force is adjusted properly and then when the draw-out tension to the optical cable 13 reaches a constant limit, the bobbin 32 slips on the shaft 28. Even when there is no slip between the bobbin 31 and shaft 28, a tensile force nearly a half as large as the tensile force which revolves the bobbins 31 and 34 is applied to the tension member 14 and when there is a slip, more than a half of the tensile force is applied to the tension member 14. Consequently, the draw-out tensile force applied to the optical cable 13 is reduced and never exceeds the constant limit, so the optical cable 13 is prevented from being damaged and broken.</p> |
