PURPOSE:To reduce a designing man hour by making a logic into a control logic necessary for a system which a pool-type expression is going to design. CONSTITUTION:An input part 120 reads a data construction and a function mode through a keyboard 110 or an external memory 115, and a construction analyzing part 130 analyzes and develops them in a construction stating table 200 and an action stating table 300. A logic generating part 140 executes logic generation processing with the created tables 200 and 300 as an input, while an output part 150 outputs a construction statement inputted from the external memory 115, a control FF 500 allocated in the logic generating part 140 or the generated control logic to a detailed logic stating file, and displays them as a logical figure on a display 160.
