PURPOSE:To attain efficient transmission or input of even picture information including an illegible character by providing a means for applying compression coding to a part not recognized by a recognizing means in input picture information as picture element data. CONSTITUTION:A picture element data converting section 20 applies compression coding to dot data read from a page memory 16 and its output is sent to a formatter 34 via a picture element memory 26. In this case, the data not read as a character in the data data of a designated range of an original 10 stored in a memory 16 is commanded to be subjected to compression coding as the picture element data by a control section 48 to the converting section 20. The conversion section 20, based on the said command, reads the data commanded by the memory 16 and applies compression coding and outputs the result to the formatter 34 via the memory 26. Picture data and character code data are built into a transmission format by the formatters 34, 38 and outputted via a synthesis section 44. Thus, even the picture information including an illegible character is sent or inputted efficiently.
