PURPOSE:To extract colors which are genuinely important to a picture for production of a color map and to convert a color picture, by counting the color production frequencies by a group of histogram counters corresponding to the state of each picture element in response to the result of a local state deciding device for production of a histogram. CONSTITUTION:A picture input device 1 supplies a color picture and separates it into R, G and B components to write them on a picture memory 2 after A/D conversion. A histogram production means 3 reads the picture data out of the memory 2 for each picture element. Then the distributions of production frequencies of picture element colors are counted by the 1st or 2nd histogram counter group 5 or 6 according to the output of a designated color checking device 4. The device 4 gives indications to both counter groups 5 and 6 to count the color production frequencies in the case of coincidence and dissidence secured between the designated color and the color of the picture element read out by the means 3. Based on this histogram, a color map production means 7 produces two color space maps 9 and 10. The entries corresponding these maps 9 and 10 are written on the memory 2 and at the same time a color picture is displayed on a display device 12.
