PURPOSE:To offer a burner whose NOX value has been reduced further, by a method wherein a combustion case is partitioned into the upper and lower parts above a flame hole of a primary combustion burner and a partition plate, on the top of which the flame hole is formed, and a side plate, which is constituted so as to surround the whole circumference of an opening part, are provided. CONSTITUTION:As for the circumference of a secondary combustion flame 23, a flame temperature of the same is low and NOX of the same is low also by amount of the flame covered with a combustion case 12. As a partition plate 21 for formation of the secondary combustion flame 23 is on the lower part of a third step combustion flame 24, the third step combustion flame 24 becomes hard to perform lift combustion by controllable amount of draft force of a rise and the partition plate 21 possesses effect as a kind of flame holding plate to the third step combustion flame 24. A fourth step combustion flame 25 is formed on an opening part 16 further. As the whole circumference of the opening part 16 is covered with side plates 13a, 13b, it becomes that the fourth step combustion flame 25 burns within an atmosphere wherein secondary air is few, through which a NOX value can be controlled at lower level.
