PURPOSE:To make it possible to stably control the outlet temperature of the solar heat collecting device by adding limitations to an estimation parameter signal produced by an adapted mechanism part by a control value output from the estimation parameter control part. CONSTITUTION:An estimation parameter limited width memory part 36 in which stored is an estimation parameter limitated width signal 35c and an estimation parameter limiting part 35 which outputs a limitation estimation parameter signal 35a to an adjustable controller part 2 are provided. Thus, based on a heat medium flow quantity signal 1d on the inlet side of a heat collector 5, a heat medium temperature signal 1e on the outlet side, and an incident heat signal 35b from a solar heat source, the limited value of the estimation parameter is calculated. On the basis of this limited value, a limitation is added to the estimation parameter of a model standard adapted control, whereby even when the incident heat 8 of a solar heat source 4 varies and the estimation parameter is erroneously estimated, it is made possible to limit it within the limited value, and also to carry out a stable output side temperature control.
