PURPOSE:To decrease the scale of a control system by using a part of function of a collision avoidance control section so as to apply phase adjusting processing. CONSTITUTION:In installing initially terminals, e.g., TE1.2-1-TEn.2-n, phase adjustment common use sections 7-1-7-n constituting collision avoidance contropl sections 6-1-6-n apply phase adjustment corresponding to the difference between the devices TE1.2-1-TEn.2-n and a network terminator NT1. At the communication after the phase adjustment, the control sections 6-1-6-n apply collision avoidance control among the devices TE1.2-1-TEn.2-n. Thus, the entire scale is decreased.
