PURPOSE:To make it possible to indicate the start-up of an IPL to a satellite with using an existing HDLC procedure by loading a receiver which converts serial receiving data to parallel receiving data, an IPL detector and a selector which sorts the parallel receiving data to communication data and IPL data. CONSTITUTION:An electromagnetic wave 10 from a satellite ground station is inputted to a demodulator 1 and the demodulator outputs a serial receiving data 11. The serial receiving data 11 outputted from the demodulator 1 is inputted to a receiver 2 and the receiver 2 outputs a parallel receiving data 12. The parallel receiving data 12 outputted from the receiver 2 is inputted to an IPL detector 3 and the detector outputs an IPL detection data 13 to a selector 4 and an IPL starter 5. The parallel receiving data 12 from the receiver 2 and the above stated IPL detection data 13 are inputted to the sorter 4 and the sorter 4 outputs the parallel receiving data 12 as a communication data 14 or as an IPL data 15 according to the presence/absence of the IPL detection data 13. The IPL data 15 and the IPL detection data 13 are inputted to an IPL starter 5 and the starter 5 outputs an IPL start-up signal 16 and an IPL is started.
