PURPOSE:To recognize character patterns written in many directions without increasing the number of dictionaries for recognition and shorten the recognition time by rotating features extracted from an input picture and using a dictionary again to recognize the input picture. CONSTITUTION:A character pattern is binarized by a picture input part 11 consisting of a CCD or the like, and picture data is stored in a memory 12. One-character components of the pattern are taken out from the memory 12 and is subjected to the narrow line conversion processing by a processing part 13, and processed data is stored in a memory 14, and feature points and their connection relations of the pattern are extracted by a feature extracting part 15 and are stored in a memory 16. Coordinates of these feature points and their connection relations are sent to a recognizing part 17 also, and the recognizing part 17 collates extracted feature data with contents of a dictionary 18 to recognize the character pattern. If it can be recognized, the result is outputted.
