PURPOSE:To increase the number of operated units surely based on the quantity of heat consumption by increasing the number of operated units when the temperature of outgoing water changed in the direction that causes deficiency of capacity by water cooling and warming machines even if the quantity of heat consumption is less than the lower limit value. CONSTITUTION:A center value is determined by total capacity etc. of refrigerating machines 1-3 in operation, and at the same time, an upper limit value and lower limit value are determined supposing that, for instance, 20% to the center value. When a load value obtained by a load computing element unit 8 is within the range of the lower limit value-upper limit value, and the temperature of outgoing water measured by a temperature sensor 3 is above a specified signal, this is judged by a controlling device 9, and a starting signal is sent to the refrigerating machine of predetermined order to increase the number of operated units. Thus, the increasing of the number of operated unit based on the quantity of heat consumption can be made surely according to the change of capacity of the water cooling machine.
