PURPOSE:The emulsion polymerization of perfluorovinyl ether and fluoro-olefins is effected in the presence of a specific emulsifier to give an eleatomeric copolymer of reduced fluoro-olefin cotent. CONSTITUTION:A perfluorovinyl ether of formula I (Rf is 1-6C perfluoroalkyl; X is F, trifluoromethyl; m is 1-5), usually 12-15mol%, and at least one fluoro- olefin selected from tetrafluoroethylene, trifluoroethylene, chlorofluoroethylene, vinylidene fluoride and vinyl fluoride, usually 50-88mol%, are subjected to emulsion polymerization in the presence of an emulsifier of formula II (M is H, ammonium, alkali metal; n is 0-5), e.g., C3F7OCF(CF3)COONH4 in an amount of 0.5-20wt% based on water.
